Judge Rudolph Rapacity (the rascal) plans to buy up all the property belonging to the settlers and miners of the Mount Shasta area. The judge tries to buy the store and put Penelope Goodhome and her mother to work in his saloon. However, Penelope, with the aid of her boyfriend (our hero) and the assistance of Bigfoot, turns the tables on Judge Rapacity.
